In small bowl, stir together mustard, horseradish, garlic, tarragon, salt and peeper. Divide mixture in half.

Prepare grill for direct medium-high heat, positioning rack 5 to 6 inches from heat source. Lightly oil grill rack; cover. Grill steak 4 to 5 minutes; turn over. Coat grilled side of steak with 1/2 of mustard mixture; cover. Grill 4 to 5 minutes longer for medium-rare doneness (140°F. to 150°F.). Let stand 5 minutes.

In small saucepan, melt butter over medium heat. Stir in remaining 1/2 of mustard mixture; mix well. Serve warm sauce over steak.
