Begin by heating the oven to 425-degrees. Next, line a baking sheet with aluminum foil and coat with cooking spray. In a bowl, add matchstick-cut carrots, finely chopped onions, chopped fresh parsley, chopped fresh tarragon, salt, pepper and olive oil. Stir together.

On a lightly floured surface, roll puff pastry into a 12 by 14-inch rectangle. Place the carrot mixture in the center of the pastry – leaving a 3-inch border on the short side and a 4-inch border on the long side. Place the pork loin on the carrot mixture. Fold the short sides of the pastry over the pork – then, the long sides – sealing the edges with water.

Place the seam-seam-side down on the baking sheet and bake for 10 minutes. Reduce the oven temperature to 350-degress and continue baking for 50 to 55 minutes or until the pastry is golden brown and the internal temperature of the pork reaches 155 to 160-degrees. Let stand 5 minutes before slicing.
